Oyam UPC Officials Plot Alum’s Exit in Pre-2026 Shake-Up

Lira, Uganda – The Uganda People’s Congress (UPC) is embroiled in an escalating internal crisis, with top party officials facing expulsion over alleged disloyalty and misconduct.  


William Onyanga, the UPC Lango regional mobilizer, on Tuesday launched a scathing attack against Julius Peter Ocare Dyangcal, the party’s Lira District chairman, accusing him of corruption, incompetence, and illegally clinging to office.  


Onyanga, a former Lira District speaker, claimed Ocare had failed to strengthen the party and was unfit to lead.  


“Ocare is weak, corrupt, and has no moral authority to chair UPC in Lira. He is illegally holding office, and we will take legal action to remove him,” Onyanga declared.  


When contacted for a response, Ocare refused to comment on the allegations.  


UPC Secretary General Fred Ebil confirmed that Onyanga’s complaint had been received and would be addressed. Speaking on a Lira-based radio station, Ebil warned that members violating Article 3.6 (1 & 2) of the UPC constitution—which bars collaboration with rival parties—would face expulsion.  


“The party will not tolerate indiscipline. Those working against UPC’s interests will be dealt with,” Ebil stated.  


A highly placed UPC source, speaking anonymously due to the sensitivity of the matter, revealed that Oyam District Woman MP Santa Alum Ogwang is among those marked for expulsion.  


The source alleged that Alum has been too close to Health Minister Dr. Jane Ruth Aceng Ocero (NRM, Lira City MP), who will contest against UPC’s Betty Amongi Akena (Minister for Gender, Labour, and Social Development) in the 2026 Lira City Woman MP race.  


According to the insider, UPC leaders in Oyam have already held meetings to strategize Alum’s removal. A gathering with Oyam South UPC leaders took place earlier this month, with another meeting scheduled for Oyam North on Thursday to finalize plans.
