OYAM DISTRICT – Monday, November 3, 2025: The Uganda Police Force, through its Directorate of Police Health Services, has officially commissioned a new Police Health Center II located at the Oyam Police Barracks, marking a significant step in improving healthcare access for its personnel and the surrounding community.
The official ceremony, held on Monday, was presided over by the Deputy Director of Police Health Services, Senior Commissioner of Police (SCP) Dr. Nuwamanya Emmanuel, as the Guest of Honour. He was joined by a delegation of senior police and district leaders, including the Regional Police Commander (RPC) for North Kyoga, SSP Doka Rashid, the LC5 Chairperson for Oyam District, Hon. Dilla Walter Benson, and the Deputy Chief Administrative Officer, Mr. Ojedra Joel.
In his keynote address, SCP Dr. Nuwamanya commended RPC SSP Doka Rashid for his initiative and prudent financial management, which led to the facility's renovation and establishment.
“I commend SSP Doka Rashid for his commitment in ensuring the renovation of this facility using the quarterly imprest funds that would otherwise have been returned to the treasury. This is a commendable use of resources for a lasting impact,” Dr. Nuwamanya stated.
He further outlined the critical roles of the new health center, which include providing health education, general healthcare services, medical examinations for suspects in custody, and coordinating with other health partners. Dr. Nuwamanya pledged continued support from police management, promising to upgrade facilities and equip the Oyam Health Center II with additional medical supplies.
Addressing concerns about accountability, he gave a firm assurance: “The public should be assured that all Police Health Officers are disciplined professionals working under command. Cases of theft or misuse of government drugs will not be tolerated.”
The district leadership expressed their gratitude for the project. Hon. Dilla Walter Benson and the Deputy CAO thanked the Inspector General of Police and the Police Health Services directorate for extending essential health services closer to the people.
In a significant announcement for local residents, RPC North Kyoga, SSP Doka Rashid, confirmed that the health center’s services are not exclusive to police personnel.
“I assure the district leaders and residents that the Police Health Center II is open to both Police personnel and members of the community, and they will access these services free of charge,” SSP Doka stated.
The newly commissioned Health Center II will offer a range of services, including:
· Management of minor illnesses.
· Basic diagnostic and laboratory services.
· Preventive and promotive health care.
· Referral of patients requiring advanced medical attention.
The event was attended by a cross-section of local government and community leaders, underscoring the collaborative effort behind the successful completion of the project.
