UPC Agipi Commits to Health Reform and Grassroots Development

Lira City East, August 12, 2025 — James Ocen, popularly known as Agipi, has pledged unwavering commitment to the people of Lira City East if he is granted the Uganda People’s Congress (UPC) flag in the upcoming parliamentary elections.




Speaking to UPC delegates from Iwal and Ngetta wards on Tuesday, Ocen emphasized that he will not disappoint his constituents in Parliament and vowed to offer leadership centered on development and accountability.


“If given the mandate to hold the UPC flag, we will defeat candidates from other parties and provide proper representation in Parliament,” Ocen stated. He also promised to advocate for a national health insurance policy to ensure equitable access to healthcare services across the country.


Ocen, currently leading in local opinion polls for both UPC primaries and the general election, urged delegates to rally behind UPC candidates at all levels. “This is the time to unite and support our party’s flag bearers,” he said.




Rufino Omara Okabo, UPC Chairperson for Lira City East Division, warned delegates against backing any primary losers who may decide to contest as independents. “We will only support UPC flag bearers. Our party is growing stronger with the involvement of Hon. Betty Amongi and the presidential ambition of our party president, Jimmy Akena,” Omara said.



George Okabo, Vice Chairperson for UPC Lira City East Division, echoed the sentiment, cautioning delegates not to elect a weak candidate who might cost the party the seat.


The UPC primaries for the Lira City East flag bearer are scheduled for Saturday, August 16, 2026.
