Politician, LCIII Chairperson, and Soldier in Court for Defrauding Elderly War Victims in otuke and Agago districts

Otuke, August 5, 2025 – The State House Anti-Corruption Unit, working with the Criminal Investigations Directorate (CID) and the Directorate of Public Prosecutions (DPP), today arraigned three suspects before Otuke Magistrate’s Court for allegedly stealing over UGX 1.5 billion meant for elderly victims of cattle rustling during the LRA insurgency and Karamoja raids.  



The accused Jimmy Mokili Akasa(Agago politician and businessman), Jaspher Okengo(LCIII Chairperson, Ogor Sub-county), and Sgt. Amoni Benz(alias Okengo Bonny, a UPDF soldier) face charges of theft and conspiracy to defraud beneficiaries of the government’s compensation program.  


Investigations reveal that the suspects, alongside others still at large, manipulated the registration process,obtained victims’ bank details, and siphoned funds either withdrawing the money entirely or giving victims only a fraction. Many affected are elderly survivors who lost livestock in past conflicts.  




“Due to time constraints, we prioritized a sample of victims to build a chargeable case while investigations continue," a source familiar with the probe told this publication. The fraud extends beyond Otuke, with similar cases emerging in Lango, Acholi, and Teso sub-regions.


Magistrate Irene Aber remanded the trio until August 19, 2025,as authorities pursue more suspects and trace stolen funds.
