Go to Prison If You Steal – Deputy RDC Mathius Lutwama Warns Officials as Cattle Compensation Kicks Off in Alebtong

ALEBTONG – The Deputy Resident District Commissioner (RDC) of Alebtong, Mathias Lutwama, has officially launched the government’s livestock compensation management system, flagging off the first phase of payments for cattle farmers in the district.


The initiative, implemented under the National Resistance Movement (NRM) manifesto for 2026–2031, will see affected beneficiaries receive Shs 5 million each directly to their mobile wallets. The first disbursement for Alebtong district stands at Shs 3.1 billion, which is already deposited in government-owned Pearl Bank.


The launch took place on Thursday, May 7, 2026, and was attended by the Chief Administrative Officer (CAO), the Principal Assistant Secretary (PAS), and the District Internal Security Officer (DISO).


Lutwama revealed that the compensation process will begin with the sensitization of all Parish Development Committee (PDC) chairpersons from the 69 parishes in Alebtong. These chairpersons will serve as chief accounting officers at the parish level for the livestock compensation funds.


Additionally, parish chiefs and town agents from all 69 parishes and wards will be trained to technically assist the PDC chairpersons in enlisting beneficiaries on a government online portal known as the Livestock Management Information System (LMIS).


"The reason we are enlisting all beneficiaries on the government portal is to streamline transparency. No beneficiary will receive money twice," Lutwama guided the stakeholders.


Lutwama emphasized that compensation will be paid in cash value, not through replacement of animals. Each validated beneficiary will receive Shs 5 million, sent directly to their registered mobile wallet.


He also issued a strong warning to district and parish officials against any form of corruption or scamming.


"I caution all stakeholders to guard against corruption and scamming practices. If you dare attempt to divert funds meant for beneficiaries, that behavior will lead you to prison," Lutwama said.


The Deputy RDC thanked His Excellency President Yoweri Museveni for consistently being mindful of the interests of citizens in Alebtong. He also greatly appreciated the Vice Chairman of NRM for Northern Uganda, Rt. Hon. Hamson Obua, for vigorously lobbying for services that address the socio-economic aspirations of the people in Alebtong.


The cattle compensation program is expected to ease recovery for farmers who lost livestock, with the LMIS portal ensuring a transparent, verifiable, and efficient payout process across the district.
