Police Recover Stolen Goods, Army Shoes in Raid on Lira Chairman’s Home

Lira City – The territorial police in Lira City East Division have arrested Mr. Odwar Francis, 53, the LCI Chairman of Ireda Estates Cell, over multiple cases of theft and possession of suspected stolen property.


His arrest on August 12, 2025, follows repeated complaints from police officers about theft of fresh maize they had planted on police land in Ireda Estates. Acting on fresh footmarks at the scene, a police canine unit was deployed, which traced the scent trail to Mr. Odwar’s home. The suspect reportedly attempted to flee but was swiftly apprehended.


A subsequent search of his residence, conducted in the presence of neighbors, uncovered a variety of suspicious and prohibited items, including:An empty firearm magazine,Police uniform clothing (two trousers, four shirts, one belt),One sack of mosquito nets labeled “Government of Uganda – Not for Sale”,A pair of black army boots,A 17-inch Alipia TV screen,Fresh maize hidden among dry maize,One tear gas canister container

All items have been documented and exhibited as evidence.

Police have preferred multiple charges against Mr. Odwar, including theftpossession of government stores, and illegal possession of suspected stolen property. His case file will be submitted to the Resident Chief State Attorney (RCSA) for legal review before court proceedings begin.

Speaking on the matter, North Kyoga Region Police Spokesperson SP Patrick Jimmy Okema condemned the actions, urging communities to elect leaders of integrity and report suspicious behavior promptly.

“This incident underscores the importance of community vigilance and responsible leadership,” SP Okema said.

The investigation remains ongoing.
