North Kyoga Police Arrest Senior CID Officer for Attempted Rape Inside Kole Barracks

KOLE DISTRICT, Uganda – The Territorial Police in North Kyoga Region have confirmed the arrest of a senior CID officer following a disturbing alleged attempted rape of a 19-year-old female student inside Kole Police Barracks.


The suspect, identified as D/ASP Ebong Dickens Louis, the District CID Officer for Kole District, reportedly lured the victim, Adong Patricia, a student of Akalo Comprehensive Secondary School, to his official residence on April 21, 2026, under false pretenses.


According to a police statement released by North Kyoga Police Spokesperson SP Patrick Jimmy Okema, the incident occurred at approximately 1:30 PM. The suspect allegedly told the victim that his sister had brought a history book for her. Upon her arrival, he paid for her boda boda transport, ushered her into his room, and locked the door.


"The suspect then allegedly demanded sexual intercourse," the statement reads. When the victim inquired about the whereabouts of the suspect’s sister, he claimed she had gone to fetch water. It is further alleged that D/ASP Ebong forcefully pushed the victim onto the bed, partially undressed her, and attempted to sexually assault her.


Police noted that while inappropriate contact was made, there was no confirmed penetration.


The attempted assault was interrupted by external noise and a phone call received by the suspect. In a desperate move, the officer allegedly concealed the victim under his bed, locked her inside the room, and left. The victim was later rescued when police officers, accompanied by the suspect, returned and opened the premises.


The matter was formally reported at Kole Police Station at approximately 6:20 PM the same day by Olila William, a 63-year-old retired UPDF corporal and resident of Banya Cell, Western Ward "B", Kole Town Council.


Police have since launched a full investigation. A scene of crime team visited and documented the location, a sketch plan was drawn, and statements have been recorded from the victim and her parents. A Police Form 3 (PF3) has been issued to facilitate a medical examination of the victim.


The suspect has been arrested and formally charged. Authorities have confirmed that efforts are underway to retrieve and analyze the medical report, subject the suspect to a PF24 medical examination, and obtain documentary proof of the victim’s actual age.


"The Police condemn all acts of sexual violence, especially those involving abuse of authority, and reaffirm our commitment to ensuring justice is served," SP Okema stated.


Investigations are ongoing.
