Lira District Health & Education Secretary Moses Otim Declares Bid for Council Speakership

LIRA – Moses Otim, the Secretary for Health and Education for Lira District and the elected councilor representing Ogur Town Council to the Lira District Council, has officially confirmed his interest in running for the position of Speaker of the Lira District Council.


Speaking to reporters today in Lira city,Otim declared that his decision to contest the speakership is driven by a need for transformative leadership in the district.


“I have come out to contest for speakership because Lira District needs a speaker who will be the center of unity for the people of Lango,” Otim said. “We also require respected leadership that is honest.”


The Secretary for Health and Education, who currently sits on the district executive committee, outlined a clear agenda built on both legislative unity and tangible health infrastructure development.


Otim specifically promised to aggressively follow up on two critical issues: the long-pending creation of Erute district, and the upgrade of Ogur Health Centre IV and Amach Health Centre IV to full district hospital status.


“These upgrades are non-negotiable for the well-being of our people. Our health system cannot wait,” he added.


In a direct appeal for an all-inclusive council, Otim vowed to lead a chamber that represents every resident of Lira district, rejecting any form of segregation between Erute South and Erute North.


“I will lead a council that is for everyone in Lira district,” he pledged. “There will be no segregation of Erute south or Erute north under my speakership.”


Otim has already garnered significant backing from within the council. Councilors who publicly declared their support for Moses Otim include:


· Teddy Ogwang Oyam (representing Ogur Town Council)

· Bonny Okello Ayami (Ayami Sub-county)

· Denis Otim (Awiodyek)

· Moses Odunu (Amac Sub-county)


The growing support suggests Otim is building a cross-cutting coalition ahead of the speakership election. The race for the Lira District Council Speaker’s chair is expected to intensify in the coming weeks as other candidates are likely to emerge.
