Busia LCV Charged for Holding CAO Hostage in Car Dispute

Busia, Uganda – May 21, 2025:

The Chairperson of Busia District Local Government, Stephen Mugeni Wasike, has been re-arrested and charged with multiple criminal offenses stemming from a violent confrontation at the district headquarters earlier this month.


Acting on directives from the State House Anti-Corruption Unit in collaboration with the Criminal Investigations Directorate  and the Office of the Director of Public Prosecutions , authorities re-arraigned Mugeni before the Chief Magistrates Court in Busia this afternoon.


Mugeni faces charges of wrongful confinement and threatening violence after allegedly detaining and threatening to assault the Chief Administrative Officer (CAO), David Lubuuka, on May 9, 2025. The incident is reported to have occurred during a heated and forceful demand for a government vehicle at the district headquarters — an act officials say constitutes gross unprofessional conduct.


According to the charge sheet, Mugeni is also under investigation for the alleged theft of essential vehicle components, including the engine and gearbox of a Toyota Hilux double cabin (UAK 827Z)belonging to the Busia District Local Government.


Eyewitnesses at the district reportedly observed the confrontation and later provided statements that were instrumental in the investigation. Their testimonies contributed to the criminal charges brought against the LCV Chairperson.


Following his arraignment, Mugeni was remanded to custody until June 16, 2025, pending further legal proceedings.


The arrest marks another high-profile move in the government’s ongoing efforts to clamp down on abuse of office and corruption in public institutions.
