Kampala, Uganda — May 28, 2025:
This afternoon, anti-corruption efforts intensified as Owani Kenneth Allan was arraigned before the Anti-Corruption Court on charges of corruption and conspiracy to defraud. The action was carried out by the State House Anti-Corruption Unit working closely with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions.
Owani becomes the third individual formally charged in connection with a high-profile bribery scandal involving land in Lira District. He now joins former Lira District Land Board Chairperson, Chankoma Paul, and Councillor Ojuka Anthony, who were earlier charged for allegedly soliciting a bribe of UGX 70 million from a land buyer, Eryao Francis.
Investigations reveal that the accused had received UGX 5 million as part payment, claiming they could prevent the cancellation of a land title held by Eryao. The suspects alleged that the title had been fraudulently issued to previous owners and would be revoked—unless Eryao paid a bribe to safeguard his interests.
Owani Kenneth was remanded until June 2, 2025, as the prosecution continues building its case.
This latest development underscores the government’s heightened commitment to fighting corruption, particularly within land administration systems that have long been marred by fraud and bribery.
