Kotido Town Clerk, Top Officials Arrested in UGX 1 Billion Road Fund Scandal

KOTIDO – In a major crackdown on corruption in local governments, the State House Anti-Corruption Unit (SH-ACU) in collaboration with the Uganda Police Force have arrested four senior officials of Kotido Municipal Council over the alleged embezzlement of a staggering UGX 1 billion earmarked for critical road rehabilitation.


The arrested officials are the Town Clerk, Okaja Emmanuel; the Senior Civil Engineer, Okidi Gasper; the Senior Internal Auditor, Akello Deo Nyanga; and the Assistant Inventory Officer, Lokure John Bosco. They are accused of conspiracy, embezzlement, and neglect of duty.


Preliminary investigations, as detailed by the anti-graft unit, reveal that the quartet allegedly conspired to steal over UGX 200 million meant specifically for the purchase of construction materials in the 2024/2025 financial year. The funds were supposed to procure vital supplies including 1,735.7 trips of gravel, 250 bags of cement, 25 trips of hardcore, and 10 trips of sand for various municipal roads.


“These officials conspired and embezzled funds meant for the people of Kotido. The materials paid for cannot be accounted for on the ground,” a source from the investigation team stated.


In a double blow to the community, the Town Clerk and the Senior Civil Engineer face additional charges of neglect of duty. They are accused of failing to supervise, monitor, and ensure compliance with approved guidelines during the construction and maintenance of several key roads. This alleged negligence has directly impacted the quality and completion of projects on crucial routes including Miresiae–Napawu Road, Morungor–Kotyanga Road, Nangayum–Kawlapei Road, Chairman’s Road, Business Road, and Romrom–Nakutakuwam Road.


The UGX 1 billion fund was intended to alleviate the poor state of roads within Kotido Municipality, which hinders transportation, business, and access to services. Residents have long complained about the dilapidated road network.


“We see money allocated, but our roads remain impassable, especially during the rainy season. If these allegations are true, it is a betrayal of the highest order,” said a local business owner who declined to be named.


The arrests signal a continued push by the Anti-Corruption Unit to hold officials accountable for funds meant for service delivery. The suspects are currently in custody and are expected to be arraigned before the Anti-Corruption Court in Kampala in the coming days to face formal charges.


The Kotido Municipal Council leadership was unavailable for immediate comment as the investigation remains active.
