IGP Byakagaba Opens National Police Commanders’ Retreat to Tackle Strategic Challenges

The Inspector General of Police (IGP), Abas Byakagaba, has today officially opened a two-day national retreat for Regional Police Commanders (RPCs), District Police Commanders (DPCs), and Divisional Commanders at the Uganda Police Force Headquarters in Naguru, Kampala.


The high-level retreat brings together senior police leadership from across the country to deliberate on key policing priorities, assess ongoing security challenges, and develop coordinated strategies for effective law enforcement and service delivery.


In his opening remarks, IGP Byakagaba emphasized the need for professionalism, discipline, and innovation within the force, stating that the evolving security landscape demands enhanced collaboration and proactive policing.

“This retreat provides a unique platform for us to take stock of our achievements, reflect on the challenges we face, and most importantly, to strategize on how we can serve Ugandans better,” said the IGP.

The agenda of the retreat includes sessions on crime prevention, community policing, counter-terrorism, internal discipline, and operational readiness. Commanders are also expected to review recent incidents of insecurity in various regions and propose actionable solutions.

Senior officials from the Police Policy and Advisory Committees, as well as experts from intelligence and crime analytics units, are also participating in the sessions to provide technical guidance and insights.

The retreat comes at a critical time when the country is gearing up for the 2026 general elections—a period that typically presents heightened security demands. The IGP called on commanders to prepare early and work closely with local communities to ensure peace and order.The retreat is expected to close on Friday with a set of resolutions and a renewed commitment to building a professional, accountable, and people-centered police force.
